When it was registered the management of its affairs was vested in the State Council, which comprised the Principal Officers and 1 State Councillor elected by and from each workplace group of the organisation.
The organisation’s elections were conducted by the AEC. Principal Officers and State Councillors were elected for a term of 3 years.
