The organisation was previously a transitionally recognised association.
The organisation had 3 branches, being:
- the New South Wales Branch
- the Queensland Branch, and
- a National Branch, which took in the remaining members where no other branch was established.
The affairs of the organisation were governed by the Federal Council, which was made up of delegates from each branch.
The organisation was also governed by a Federal Executive comprising the Federal Office Bearers, who were elected every 4 years. The Branches were governed by a Branch Council and Branch Executive.
All elections were conducted by the AEC.
